Enterprises that plan to operate rail transport services outside the national network must have a license issued by the Norwegian Railway Authority.

Among other things, this license requires that the enterprise has been established in Norway, has an owner with good character that has not declared bankruptcy, has satisfactory finances and has a safety management system that satisfies the requirements stipulated in railway laws.
