License and safety certificate for railway companies that will operate on the national railway network
All railway companies that will operate on the national railway network must have a license issued by the Norwegian Railway Authority. The railway company must also have a safety certificate.

In order to obtain a license, the enterprise must comply with certain conditions for good conduct, financial viability and professional competence, as well as insurance and guarantees.
The safety certificate designates the type of transport that can be operated. The certificate may include all or parts of the national railway network.
