Anyone intending to operate passenger transport or freight transport services to or from abroad must have a license for equivalent domestic transport.

In some countries a special permit is required to carry out passenger transport or freight transport.

Remarks:

For transport from another EEA country to a non-member state or vice versa, a third-country license is normally required for the country of arrival.
